    Description & Purpose

    River Haven Shelter (RHS) is an emergency housing program that supports runaway, homeless, and at-risk youth under the age of 18 as they work towards safely reuniting with their families or accessing other secure housing. RHS provides temporary emergency housing to up to 12 youth at a time. With round-the-clock support from our dedicated team of on-site staff, youth are guided through the development and implementation of an individualized service plan intended to help them overcome challenges, avoid harmful behaviors, and develop along a healthier trajectory toward becoming confident, emotionally strong, and responsible adults.

    While at RHS, residents benefit from a comprehensive array of support services, including individual, group, and family counseling, coordinated assessment, and care management. Youth also have the chance to participate in enriching and recreational activities, such as service learning projects, assisting them in discovering constructive ways to spend their free time and avoid trouble.

    Since its establishment in 1980, River Haven has been successful in getting youth off the streets, out of dangerous situations, and into safe housing while establishing vital connections to community services and resources for ongoing support. By effectively mitigating the risks associated with homelessness, this program empowers youth to strive for stable, positive futures.

    Eligibility

    River Haven serves runaway, homeless, and street-involved youth under age 18 who have no safe or stable place to stay. Short-term beds are also available for youth who need a safe place to stay temporarily, with the agreement of both the youth and their parent or guardian.

    To be eligible for admission, individuals must:

    • Be a resident of Dutchess County or demonstrate a strong connection to the area.

    • Be currently unhoused, living in a place not meant for habitation, or at immediate risk of homelessness.

    • Be able to live safely in a shared, congregate setting.

    • Be willing to engage in basic case management and follow shelter guidelines.

    Admission

    • Referrals are coordinated through Dutchess County, schools, hospitals, service providers, families, and the youth themselves.

    • A brief intake interview is required to assess eligibility and immediate needs.

    • Admission is subject to bed availability and priority need.

  • River Haven is a short-term emergency shelter for youth ages 10–17 who are experiencing housing instability, family conflict, or other urgent needs. We provide a safe, supportive, and temporary place to stay while helping youth and their families find longer-term solutions.

  • Youth ages 10 to 17 who are homeless, at risk of becoming homeless, or unable to safely remain at home. Referrals can come from parents, schools, community agencies, or the youth themselves.

  • No. River Haven is completely free for youth and families. All meals, supplies, and services are provided at no cost.

  • Stays are typically short-term, often ranging from a few days up to 21 days, depending on the situation and available resources. Our goal is to connect each youth with safe, stable housing as quickly as possible.

  • River Haven offers:

    • Family mediation and support

    • Referrals to education, health, and housing services

    • Help with long-term housing or placement if needed

  • Yes. River Haven is staffed 24/7 by trained professionals who ensure a safe, supportive, and respectful environment at all times.

  • Yes, with the youth’s and staff’s approval, family visits and communication are encouraged, especially if reunification is the goal. We also offer mediation and family support when appropriate.
