Real Estate Development
Our Real Estate Development (RED) line of business is dedicated to ensuring equitable housing is available for all. HRH's RED team strategically identifies, acquires, and develops properties, curating a diverse range of housing options tailored to the needs of low to moderate-income residents. Our team undertakes new construction, rehabilitation, and historic preservation projects, particularly focused in neighborhoods grappling with affordable housing shortages, such as the City of Poughkeepsie.
Collaborating with both for-profit and nonprofit developers, our RED team has been instrumental in generating 1,266 residential rental units, 46 residential ownership units, and 81 commercial units with a total investment of $210,045,838 to date. Currently, our active RED pipeline encompasses 16 housing projects slated to contribute 385 new affordable housing units while preserving an additional 198 units across Dutchess County in the coming years. Many of these new affordable housing projects are designed and specifically slated to serve special populations including those that are chronically homeless, mentally ill, unaccompanied youth/young adults and seniors who are in critical need of permanent supportive housing.

VetZero Heroes
Hudson River Housing believes that those who served our country deserve the highest level of care, including quality, affordable housing. We are here to meet the needs of our veteran community through specialized housing, transportation, advocacy and care management.
Through our VetZero Services for Veterans, we’re on a mission to reach ZERO veteran suicides and ZERO veteran homelessness in our community – and hopefully, in our nation. VetZero Heroes Driving Heroes Ride Program
Many of our veteran residents and community members cite transportation to and from important meetings, such doctors appointments or work interviews, as one of the greatest barriers to their leading a healthy and successful life.
To help solve this problem, we created the VetZero Heroes Driving Heroes Ride Program which provides free car rides for local veterans to useful destinations such as the Veteran Affairs County Office and Castle Point Medical Center.

Housing and Care Management for Veterans
Liberty Station offers a supportive living environment in the company of other veterans. Units are single room occupancy, with shared kitchen and bath facilities.
Garden Street Housing offers low-cost housing with a preference for female veterans, with private baths and shared kitchen and common areas.
Poughkeepsie Commons is a 72-unit apartment complex that offers 24 one-bedroom apartments exclusively for veterans.
All our staff are well-equipped to help address your needs. However, we know that being a veteran can bring complex challenges. Our Veteran Specialist Care Manager is available by referral basis to help you navigate housing, employment opportunities, healthcare and benefits.
Resident Services
Our Resident Services (RS) line of business stands as a cornerstone in our commitment to fostering housing stability and increased self sufficiency. Initially established with the formation of Gannett House, RS has since grown to offer a comprehensive continuum of supportive emergency, transitional, and permanent housing programs, as well as a range of services aimed at preventing, addressing, and ultimately ending homelessness.
Our RS programming is deeply rooted in offering person centered, trauma informed support, generally through the development and implementation of an agreed upon service plan that identifies steps to be taken toward addressing individual needs and advancing longer-term stability goals. The services and resources included in a service plan are provided directly by HRH’s Resident Services in coordination with other HRH departments and a network of community partners equipped to address each individual need. Many of those we serve suffer from mental illness, chronic substance abuse disorders, and/or past trauma, including: abuse, neglect, as well as family and community violence. A majority of our clients have also experienced the traumatic effects of homelessness itself, which often results in severed connections with friends and family, discontinuity of employment and education, housing barriers, victimization, hunger, poor health, and exposure to myriad dangers that characterize life on the streets or in untenable living conditions. Together with our community partners, HRH is able to address the comprehensive needs of our clients and empower them to achieve housing stability, overcome obstacles, and maximize control over their own lives.

Veteran Programs

The primary objective of our Community Development and Impact (CD&I) line of business is to foster close collaboration with stakeholders and residents as a way to implement community-based solutions. Our CD&I endeavors encompass a wide range of activities, including active engagement in advocacy campaigns across federal, state, and local levels for effective housing policies, elevating local awareness about HRH's existing housing programs, and rigorously evaluating the agency's internal performance metrics. Through these assessments and data analyses, we craft comprehensive reports showcasing HRH's impact within the community.
In addition to broad-based community engagement efforts, our D&I line of business also implements a “place-based” comprehensive community development (CCD) strategy. CCD is a targeted effort to improve housing and neighborhood conditions in a specific geographic area through resident empowerment, thoughtful programming, and housing initiatives. Our CCD efforts are primarily focused in the “Middle Main” neighborhood of Poughkeepsie as well as in rural parts of Northeastern Dutchess County and Columbia County. Through the years, these initiatives have included facilitating dialogues on proposed affordable housing projects, organizing community events and resident meetings, conducting community surveying, administering neighborhood beautification programs and grants, developing programming for parks and commercial spaces, and operating place-based social enterprises such as the Open Kitchen, PUF Studios, and HRH Made.

Elder Care Management
Seniors are an important part of any community, and offering quality care and affordable housing are priorities we value. We are grateful to have received a grant from The Field Hall Foundation to pilot an elder care program for low income seniors and those who are experiencing homelessness, to connect them to housing, and help them remain stably housed.

Affordable Senior Housing
Cannon Street Senior Housing is affordable housing for active adults age 55 or older. The residence is conveniently located in downtown Poughkeepsie in close proximity to healthcare, pharmacy, grocery, municipal, and public transportation services.
Maybrook Gardens in Orange County provides 36 units of project-based section 8 housing for seniors 62 and older or individuals 18 and older with disabilities.

Our full-time Elder Care Services Coordinator works on-site at Cannon Street to compassionately assist residents with their day to day needs, as well connecting them to valuable resources to help them thrive.

The goal of Homeownership Promotion & Preservation is to help people achieve the dream of homeownership and to strengthen neighborhoods through the services provided by our NeighborWorks® HomeOwnership Center (HOC). HRH's HomeOwnership services contribute to the stabilization of neighborhoods and families in our region by creating and facilitating access to opportunities for households to move from rental housing to homeowner housing and to maintain that housing for years to come. HRH’s HOC is a comprehensive resource offering pre and postpurchase education, foreclosure prevention services, advocacy, and counseling for first-time homebuyers and current homeowners. Additionally, the HOC extends its expertise in financial fitness counseling and education, benefiting individuals and groups across Dutchess County. In the calendar year 2022, HRH's HOC successfully assisted 735 individuals in repairing for a new home or living sustainably in place.

AHC Flood Assistance Program
Were you affected by flooding during July 2023's historic storms or the more recent flooding in October 2023? Applications are open for the AHC Flood Assistance Program. Funds are available for homeowners who meet certain income requirements and are not eligible for other flood relief funds. Applications will be accepted on a rolling basis until all funds are exhausted.
Homeowners in the affected regions can apply to receive funding to cover the cost of urgent repairs necessary to bring their home into a safe and habitable condition. Eligible work may include repair of electrical and plumbing systems, heating systems and appliances. Flooring, insulation, windows, doors, siding, and roofing. A full list of qualified repairs and eligibility criteria are available on the HCR flood program website.
