Lead Hazard Reduction Funding for Rental Properties

Lead-based paint hazards continue to pose serious health risks, especially for young children and pregnant individuals. Hudson River Housing is working with New York State to address these risks directly through targeted funding and intervention.
Through the Leading in Lead Prevention Program (LEAD), qualifying property owners may access up to $40,000 per unit to eliminate lead-based paint hazards in eligible multi-family rental housing constructed prior to 1980.
This initiative supports safer living environments while helping property owners bring units into compliance with state health and safety standards.
This program is funded by the New York State Housing Trust Fund Corporation (HTFC) and administered through NYS Homes and Community Renewal (HCR).
How can I apply?
The Leading in Lead Prevention Program is currently available to households identified through the New York State Department of Health’s Childhood Lead Poisoning Primary Prevention Program (CLPPP). To apply, contact Tora Green at the phone number or email provided below:

Who Can Participate
Eligibility is limited and determined through state health data and program criteria.

• Must be a residential building with two or more units
• Must have been constructed before 1980

Property must be located within designated areas identified by New York State as high priority for lead hazard intervention

• Units must be identified through the New York State Department of Health’s Childhood Lead Poisoning Primary Prevention Program (CLPPP)
• Priority is given to units where elevated blood lead levels have been documented in children or pregnant individuals
We are seeking contractors who are:
EPA-certified in Lead Abatement or Certified under RRP (Renovation, Repair, and Painting) guidelines.
